Advocate for Children and Youth (Toronto)
1 Contract Position / 1 Permanent Position
$76,647 - $99,366 (AMAPCEO)

The Ontario Child Advocate (the Advocates's Office) is seeking an enthusiastic and proactive individual to deliver province-wide non-legal advocacy services for children and youth as defined in the Provincial Advocate for Children and Youth Act, with responsibilities for Intake Screening and Assessment,  Individual Advocacy, Systemic Advocacy, and Caseload Administration.

You will:

  • Receives and responds to children’s and youth’s requests for assistance in addressing service delivery problems, quality care, quality of life, rights protection/entitlement issues;
  • Document activities within database and prepares reports and compiles statistics as requested;
  • Investigates and resolves complaints on child’s/youth’s behalf in accordance with child’s/youth’s instructions through mediation and/or negotiation with caregivers, including clinical/program/administrative staff from a variety of organizations such as institutions, group homes, treatment centres, etc.;
  • Assists and supports youth (and their parents and guardians) participation in the advocacy process to the extent that children and youth wish and are able to do so;
  • Provides rights advice and complaint resolution resources and refers children, parents and others to community-based resources as appropriate (e.g. Legal Aid, Human Rights Commission, Ombudsman);
  • Identifies and investigates quality of care, quality of life, rights protection/entitlement issues for children and youth including those with disabilities that prevent them from giving instructions;
  • Meets with child and youth who have been admitted on an emergency basis to secure treatment under the Child and Family Services Act, to explain their right to a review of the admission;
  • Provides advocacy services to children and youth with respect to issues that arise while held in court;
  • Identifies potential issues/ impacts on youth, collaborates with government officials to develop policies and strategies to address issues and improve service delivery;
  • Leads review teams , responsible for planning scheduling and execution of reviews, including compiling and reporting the results of these reviews.


  • University Degree or equivalent, coupled with 8 years of on-the-job experience in a related capacity;
  • Thorough knowledge of relevant legislation, including the Provincial Advocate for Children and Youth Act, Child, Youth Family Services Act, the Youth Criminal Justice Act, the UN Convention on the Rights of the Child, and the Health Care Consent Act and the Ontario Human Rights Code.
  • Experience in advocacy, mediation, conflict resolution and interviewing practices is required, as well as excellent knowledge of services available to children and families across Ontario;
  • Knowledge of diverse organizational structures and systems including government, child welfare, children’s mental health, developmental services, youth criminal justice, education, hospital, community services, and the provincial and demonstration schools;
  • Excellent project management skills and ability to work independently or within a team;
  • Excellent analytical, organizational, negotiation, persuasion, communication (written and oral) and problem-solving skills;
  • Ability to communicate in French is an asset.

Police background check including a vulnerable person sector screening is required. This position is covered by the AMAPCEO Collective Agreement and benefit provisions are consistent with those for unclassified staff under that agreement.
